As you can see, this is a problem that has been around for a very long time, nevertheless that doesn’t mean that there is no solution.
The problem being those egregious nobs who insist on travelling in very large numbers and upsetting the natural order of things when they arrive, a dozen at a time, at some secluded spot where man has not oft trod.
A simple solution that I would like to put forward is that all the municipal councils of this great land girt by sea pass the necessary by-laws and engage transit rangers with the necessary powers, and uniforms, who are able to arrest the coastal progress of said car-full of nobs and only allow further and unimpeded travel after the payment of a toll is made, a non-negotiable sum predicated by the number of boards strapped to the roof.
I would suggest some type of sliding scale be used ; say $100 for the 1st board – $1,000 for the 4th – and immediate and permanent confiscation of all boards if any one of the fines could not be paid. There also may be the opportunity of a vehicle safety inspection here as well – it would be a bonus feature of the NEW POWERS –
Some exemptions might be necessary, applications would have to be made, judgements arrived at, certain monies changing hands – you know it makes sense.
